The Future of U.S.-China Relations
The following is a transcript of a hearing before the Committee on Foreign Affairs of the House of Representatives on the topic of "The Future of U.S.-China Relations." The hearing was held on March 17, 2021.
Witnesses
- The Honorable Antony Blinken, Secretary of State
- The Honorable Lloyd Austin, Secretary of Defense
- The Honorable Jake Sullivan, National Security Advisor
Opening Statement by Chairman Gregory W. Meeks
Good morning. The Committee on Foreign Affairs will come to order.
Today, we hold a hearing on the future of U.S.-China relations. This is a critical issue for our country and for the world.
The relationship between the United States and China is the most important bilateral relationship in the world. It is a complex relationship that has been marked by both cooperation and competition.
In recent years, the relationship has become increasingly tense. The Trump administration took a number of steps to confront China, including imposing tariffs on Chinese goods, sanctioning Chinese companies, and criticizing China's human rights record.
The Biden administration has said that it wants to take a more cooperative approach to relations with China. However, it has also said that it will continue to challenge China on issues such as trade, human rights, and security.
The future of U.S.-China relations is uncertain. There are many challenges that could derail cooperation between the two countries. However, there are also opportunities for cooperation on issues such as climate change, nuclear proliferation, and global health.
Today, we will hear from Secretary of State Antony Blinken, Secretary of Defense Lloyd Austin, and National Security Advisor Jake Sullivan about the Biden administration's approach to China. We will also discuss the challenges and opportunities in the U.S.-China relationship.
Statement by Secretary of State Antony Blinken
Thank you, Chairman Meeks, Ranking Member McCaul, and members of the committee.
I am here today to discuss the Biden administration's approach to China.
The United States and China have a complex and consequential relationship. It is the most important bilateral relationship in the world, and it has a profound impact on global affairs.
The Biden administration is committed to a relationship with China that is based on competition, cooperation, and communication.
We will compete with China where we must. We will cooperate with China where we can. And we will communicate with China whenever necessary.
We will compete with China on issues such as trade, technology, and security. We will not shy away from standing up for our interests and values.
We will cooperate with China on issues such as climate change, nuclear proliferation, and global health. We believe that cooperation on these issues is in the best interests of both countries.
We will communicate with China whenever necessary. We believe that open and honest communication is essential to managing our complex relationship.
